General design philosophy is we should be implementing constraints in the node rather than in Gall - to avoid complexity first. (Think of the node like the middleware, API Gateway, etc.). Eventually we should be able to drop the Urbit backend if necessary. If this is still required, then go for it - if the only "user" of bedrock is the node, then we should aim for the constraints to be specified to the node instead. |

this contains a functional but very limited initial version of constraints, but also includes various fixes to bedrock in general, mostly stuff that broke since the re-naming
